There is the most helpful page which gives you a link to the app which will point you in the direction of who you need to talk to per your Drone flight path. You can use that to find the relevant people to get in contact with: Taupō Disctrict Council. 

If your event operates on or near Lake Taupō or the Waikato River above the Huka Falls you will need to obtain approval from Tūwharetoa Māori Trust Board and/or the Harbourmaster.
